Article 5 of the Constitution
Protect against tyrannical Aristocracy

Allows State Legislators to Amend the Constitution.
People request State Legislators to Pass application Bill.
Simple Majority Needed to pass the Creation of application
Congress by law calls a Convention of States as soon as it receives the Application
from 2/3 of the states (34).
Delegates chosen by states legislators will attend this Convention.
Amendments proposed debated and voted upon at the Convention.
Each amendment must by ratified  by 3/4 of the states (38).

Vote on amendments Items Like:

Term limits no more that 8 years in any office.
Congress must follow their Oath to the letter and cannot create
new Bill or amendment to relieve them of this duty.
Congress can not Vote on Pay raises or salary for themselves, only the people are allowed to do this.
Congress cannot exempt itself from the law it passes.
Set Number of members of the Supreme court, to 9 and make that unchangeable.
Members of the supreme court Members should dissociate themselves from all party affiliation.
