January 1, 1863
President Abraham Lincoln issued the Emancipation Proclamation
announcing, "that all persons held as slaves"
within the
rebellious areas "are, and henceforward shall be free."
Note:
The secession of South Carolina, Mississippi,
Florida, Alabama, Georgia, Louisiana, Texas,
Virginia, Arkansas,
Tennessee, and North Carolina.
These eleven states eventually formed the Confederate States of
America.

The House of Representatives initially defeated the 13th
Amendment (S.J. Res. 16) by a vote of 93 in favor,

opposed, and 23 not voting, which is less than the
two-thirds majority needed to pass a Constitutional
Amendment.

But not everyone in Confederate territory would immediately be free.
Even though the Emancipation Proclamation was made effective in
1863, it could not be implemented in places still under Confederate
control. As a result, in the western most Confederate state of Texas,
some enslaved people would not be free until two years later.
June 19 1865
U.S. General Gordon Granger stood on Texas soil
with some 2,000 Union troops
and read General
Orders No. 3: “The people of Texas are informed that, in accordance
with a proclamation from the Executive of the United States, all
slaves are free.
Freedom
finally came on June 19, 1865, to the enslaved people in the state of
Texas.
This day came to be known as "Juneteenth," by the newly freed
slaves
in Texas.
